Telecom veteran to lead company’s next phase of digital growth and transformation

KATHMANDU, OCTOBER 17

Ncell has appointed Michael Foley as its new Chief Executive Officer, effective November 1, 2025. He succeeds Syed MD Enamul Kabir, who had been serving as Acting CEO and will continue in his role as Chief Financial Officer (CFO).

With more than two decades of leadership experience in the global telecommunications sector, Foley has previously served as CEO of Grameenphone (Bangladesh), Telenor Bulgaria, and Telenor Pakistan, and most recently as Head of French Africa at Airtel.

“Telecommunications companies today are not just service providers – we are weaving the very digital fabric of society,” Foley said. “It is essential that we steward these vital assets responsibly as we work to serve the nation, enhance our services, and empower the next generation.”

Ncell said Foley’s appointment marks a key step in its transformation journey, citing his extensive experience in driving growth and innovation across emerging markets.

Originally from Canada, Foley holds degrees from McGill University and executive certificates in Global Management and Governance from INSEAD.

Ncell, established in 2004, is Nepal’s first private-sector telecom operator and one of the country’s largest taxpayers, contributing over Rs 360 billion to the national exchequer since inception. Following the 2023 acquisition by UK-based Spectrlite UK Limited, Ncell is now fully Nepali-owned and focused on expanding digital services under the Digital Nepal vision.
